A. Dehydration is something to avoid as it can cause dogs further set backs while overcoming an illness. I think it's quite unusual for a vet to say no water - unless given a specific instruction like before a surgery.
As long as she is eliminating and If she feels well enough to drink, I would offer a little bit at a time (don't let her drink a full bowl)
A. Giving water in small amounts is usually OK, however if your vet specifically said to not give any water due to a test or medical condition, it is best to follow their instructions. If she is acting very thirsty or dehydrated (you can tell hydration levels by gently pinching the skin on the back of your dog's neck- if it is very slow or "sticky" it can indicate dehydration) it is best to contact your vet ASAP to see if fluids can be given safely.
