This is the most common cause of inappropriate urination and can cause an emergency if your cat can no longer urinate. My recommendation would be to take him to a vet so they can collect a urine sample. It will be evaluated for crystals, and then if they are not present, can be evaluated for less likely causes such as bacteria.
