Since you mentioned it is not itchy and you have already tried over the counter remedies, I would recommend you have a veterinarian take a look at this to see if this is an allergic reaction to something that is coming in contact with her skin or something else entirely like a ringworm infection. They will most likely get some samples from the area to test, which will allow them to treat this properly.
