A. We do believe that Cushing predisposes dogs to embolisms (clots), as it tends to drastically increase their platelet counts. So it's possible that the signs you're seeing in your dog are the result of something like a stroke that's affecting the hind end. However there are certainly other causes of loss of use of the hind legs, including intervertebral disk disease. It's difficult to exactly pinpoint the cause without an examination and some blood work, possibly x-rays or other imaging. Your vet can help figure this out and help you decide what to do.
