Belly is going in and out, rate of breathing is fast, mouth open while breathing- are signs that your cat needs to be seen by a veterinarian as soon as possible. This is indicative of a possible heart, lung, or even blood issue. Based on your information, I believe that your cat has something serious going on and you should take your cat to your vet or an emergency hospital now for an exam, X-rays and bloodworm at a minimum.
