A. this is an extremely uncomfortable condition called entropion, the eyelashes constantly rub against the eyeball irritating it causing pain and discomfort. Unfortunately there isn't anything you could do at home to help her, it needs to be repair (again) surgically. I don't know if the first surgery was done by an eye specialist, if not next time have it done by an eye specialists that is competent doing this surgery, as it's a very delicate tricky one and is mainly unsuccessful when done by a non specialist veterinary surgeon.
