A. This sounds like a potentially serious blood clotting disorder of your cat if the areas that are blood shot are bright red in appearance. However if the area are just pink and the same color as the rest of the body, it could be that these are just the most visible areas on your cats body.
If however these areas (tips of ears, lips and gums, and corners of eyes) are bright red and blotchy in appearance then I would highly recommend having your vet take a look and potentially testing her blood for a clotting deficiency or an immune mediated disorder.
