It is impossible to say if or when your cat will ever slip, trip or become distracted enough to fall from a balcony, but a fall of 16' would be significant for any cat and likely result in major injury. I would prefer not to see my own cat in such a situation and would at least secure it as much as possible to prevent accidental falls, bearing in mind cats will jump onto any ledge possible just to see what is on the other side. I would prefer to keep her indoors
