Q. Dog has partially torn cruciate ligament is surgical repair necessary?

A. This is dependent on your dog, his or her size, age, and medical condition. For partial tears, some dogs can heal well without surgery but require extensive rest. Some dogs will heal well with physical therapy. I would recommend discussing your options with an orthopedist.
