Q. Could a restraint around a dogs neck used too tight with the dog freaking out violently cause damage to the dogs eyesight or brain?

A. It can cause neck spine injury. You should use some harness for dogs instead of collar. You should see a vet as soon as possible if you have noticed some neurological signs.
